Bakanl\u0131k \u00e7e\u015fitli projelerle kentsel d\u00f6n\u00fc\u015f\u00fcme destek sa\u011flarken, belediyeler ve garant\u00f6rl\u00fcklerin de ilave \u00e7al\u0131\u015fmalar\u0131yla d\u00f6n\u00fc\u015f\u00fcm\u00fcn ivme yakalayaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcyor. M\u00fcteahhitler ile toprak sahipleri aras\u0131nda ya\u015fanan anla\u015fmazl\u0131klar\u0131n da arabulucu ile \u00e7\u00f6z\u00fclebilece\u011fi \u00f6nerisi de sekt\u00f6r temsilcileri taraf\u0131ndan iletiliyor.<\/span><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif;\">\u0130stanbul&#8217;un yeni yerle\u015fim yerleri kuzey il\u00e7eleri<\/span><\/strong><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">Mega kent \u0130stanbul&#8217;da biti\u015fik nizaml\u0131 ve dar sokaklar\u0131 bulunan Zeytinburnu, Fatih, Ba\u011fc\u0131lar, Esenler gibi b\u00f6lgeler risk alt\u0131nda yer al\u0131yor. Kahramanmara\u015f merkezli depremlerden sonra \u0130stanbul&#8217;da ya\u015fayan vatanda\u015flar daha az riskli b\u00f6lgeleri ara\u015ft\u0131rmaya ba\u015flad\u0131. \u0130stanbul&#8217;un yeni yerle\u015fim yerlerinin daha kuzeyde yer alan Ba\u015fak\u015fehir, Arnavutk\u00f6y, \u00c7ekmek\u00f6y, \u015eile gibi il\u00e7elerin olaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcyor.<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">Konuya ili\u015fkin a\u00e7\u0131klamalarda bulunan Emlak Uzman\u0131 Mustafa Hakan \u00d6zelmac\u0131kl\u0131, &#8220;\u00d6zellikle deprem felaketi sonras\u0131 11 ilde a\u011f\u0131r hasarl\u0131, y\u0131k\u0131k veya acil y\u0131k\u0131lacak binalarla ilgili \u00e7e\u015fitli veriler ortaya \u00e7\u0131kt\u0131. Bu \u00e7er\u00e7evede t\u00fcm T\u00fcrkiye genelinde deprem bilinci biraz daha yo\u011fun hissedilmeye ba\u015fland\u0131. \u015eimdiye kadar T\u00fcrkiye\u2019de 900 bine yak\u0131n ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7er\u00e7evesinde yenilendi&#8221; dedi.<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">Ge\u00e7en y\u0131ldan itibaren gerek kentsel d\u00f6n\u00fc\u015f\u00fcm ile ilgili verilen kredilerde gerekse de bu kapsamda verilen kira desteklerinde baz\u0131 d\u00fczenlemeler oldu\u011funu belirten \u00d6zelmac\u0131kl\u0131, &#8220;\u00d6rne\u011fin; eskiden vatanda\u015flar sadece binas\u0131n\u0131 yenilemek i\u00e7in bir kentsel d\u00f6n\u00fc\u015f\u00fcm kredisi alabilirken, \u015fimdi hem krediyi hem de kira deste\u011fini birlikte alabiliyorlar&#8221; ifadelerini kulland\u0131.<\/span><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif;\">&#8220;2023&#8217;te kentsel d\u00f6n\u00fc\u015f\u00fcm h\u0131zlanacak&#8221;<\/span><\/strong><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn 2023 y\u0131l\u0131nda biraz daha h\u0131zlanaca\u011f\u0131n\u0131 ve kat maliklerinin biraz daha bilin\u00e7lenece\u011fini s\u00f6yleyen \u00d6zelmac\u0131kl\u0131, &#8220;Kentsel d\u00f6n\u00fc\u015f\u00fcm zorlu bir s\u00fcre\u00e7, hemen de yap\u0131lan bir s\u00fcre\u00e7 de\u011fil. \u0130stanbul kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn merkezi durumunda yer al\u0131yor. Kentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda yap\u0131lan yakla\u015f\u0131k 900 bin ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm\u00fcn yakla\u015f\u0131k 675 bini \u0130stanbul\u2019da yap\u0131ld\u0131&#8221; diye konu\u015ftu.<\/span><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif;\">&#8220;Fatih, Zeytinburnu, Ba\u011fc\u0131lar ve Esenler gibi biti\u015fik nizaml\u0131 il\u00e7eler risk alt\u0131nda&#8221;<\/span><\/strong><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn sadece bakanl\u0131\u011f\u0131n yapaca\u011f\u0131 bir d\u00f6n\u00fc\u015f\u00fcm olmad\u0131\u011f\u0131n\u0131, belediyelerin de buna destek vermesi gerekti\u011finin alt\u0131n\u0131 \u00e7izen \u00d6zelmac\u0131kl\u0131, &#8220;Bu kapsamda baz\u0131 garant\u00f6rl\u00fckler de olmas\u0131 gerekiyor. \u0130stanbul riskli b\u00f6lgelerin ba\u015f\u0131nda geliyor. Ekonominin t\u00fcm dinamikleri burada. \u00d6zellikle Fatih, Zeytinburnu, Ba\u011fc\u0131lar ve Esenler gibi biti\u015fik nizaml\u0131 dar sokakl\u0131 1999 \u00f6ncesi yap\u0131lm\u0131\u015f yap\u0131 stoklar\u0131 bizim i\u00e7in en riskli alanlard\u0131r. \u0130stanbul\u2019un yeni yerle\u015fim yerlerinin kuzey b\u00f6lgeler olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum. Avrupa Yakas\u0131\u2019nda Ba\u015fak\u015fehir, Arnavutk\u00f6y gibi alanlar\u0131n, Anadolu Yakas\u0131\u2019nda ise \u00c7ekmek\u00f6y ve \u015eile gibi il\u00e7elerin daha \u00e7ok ra\u011fbet g\u00f6rd\u00fc\u011f\u00fcn\u00fc s\u00f6yleyebiliriz&#8221; dedi.<\/span><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif;\">&#8220;M\u00fcteahhitler ile toprak sahipleri aras\u0131nda \u00e7\u0131kan anla\u015fmazl\u0131klar i\u00e7in arabulucu devreye sokulabilir&#8221;<\/span><\/strong><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">\u0130n\u015faat maliyetlerinin \u00f6zellikle ya\u015fanan deprem felaketi sonras\u0131 da art\u0131\u015fa ge\u00e7ti\u011fini dile getiren \u00d6zelmac\u0131kl\u0131, s\u00f6zlerine \u015f\u00f6yle devam etti: &#8220;Gerek deprem b\u00f6lgesinde yap\u0131lacak konutlar gerekse de dar gelirliler i\u00e7in yap\u0131lmas\u0131 planlanan konutlar yap\u0131 malzemelerine talebi art\u0131racak. Buradaki maliyetler de artacak. M\u00fcteahhitler ile toprak sahipleri aras\u0131nda \u00e7\u0131kan anla\u015fmazl\u0131klar i\u00e7in belki bir arabulucu devreye sokulabilir. Bu noktada belediyeler ve emlak i\u015fletmeleri de rol almal\u0131. \u00c7\u00fcnk\u00fc d\u00f6n\u00fc\u015f\u00fcm bir ihtiya\u00e7, deprem ise \u00fclkemizin bir ger\u00e7e\u011fi.&#8221;<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">\u00d6zelmac\u0131kl\u0131, &#8220;Kentsel d\u00f6n\u00fc\u015f\u00fcmde inisiyatifin kat maliklerine b\u0131rak\u0131ld\u0131\u011f\u0131 durum var. Kentsel d\u00f6n\u00fc\u015f\u00fcmde ara\u015ft\u0131rmalar\u0131n belediyeler taraf\u0131ndan yap\u0131lmas\u0131 gerekiyor. Belediyelerin bu s\u00fcre\u00e7te etkili bir rol almas\u0131 gerekiyor. B\u00f6lgelerindeki riskli yap\u0131lar\u0131 tespit edip, kat maliklerini binalar\u0131n\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fcne ikna etmelerine ihtiya\u00e7 var. D\u00f6n\u00fc\u015f\u00fcm yap\u0131lan bir yerde gayrimenkul fiyat\u0131n\u0131n 3-4 kat\u0131na kadar \u00e7\u0131kabildi\u011fi \u00f6rnekleri var&#8221; ifadelerini kulland\u0131.<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fc nispeten azaltan baz\u0131 unsurlar\u0131n da oldu\u011funu hat\u0131rlatan \u00d6zelmac\u0131kl\u0131, &#8220;\u00d6zellikle 10 milyona yak\u0131n vatanda\u015f imar bar\u0131\u015f\u0131ndan faydaland\u0131.
